GOP lawmakers promised to heavily scrutinize the new rules, with some threatening to withhold funds for the Department of Justice that could be used to implement them.Rep. John Culberson (R-Texas), who heads a subpanel that provides funding for the Justice Department, warned he would restrict access to money if Attorney General Loretta Lynch went beyond her powers in implementing the new rules.
