H.R. 2055 Military Construction and Veterans Affairs, and Related Agencies Appropriations Act, 2012 –This bill makes appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2012, and for other purposes. YES – This bill passed 411-5.

LaTourette Amendment to H.R. 2055 –This amendment strikes section 415 in the bill. Section 415 prohibits funds from being used under H.R. 2055 to require contractors to enter into project labor agreements (PLAs) on large scale federal construction projects (where the cost to the federal government is $25 million or more). In 2009, President Obama created Executive Order 13502 to require government contractors to collectively bargain with their workers before breaking ground on any major construction project. Once the contractors and the workers agreed on terms, these PLAs established basic terms and conditions of employment on the project. NO – This amendment passed 204-203.

Amash Amendment #4 to H.R. 2055 –This amendment adds a new section to the end of the bill that prohibits any funds made available by this Act to be used to administer or enforce the wage-rate requirements of subchapter IV of chapter 31 of title 40, United States Code, commonly known as the “Davis-Bacon Act.” YES – This amendment failed 178-232.

Sherman Amendment to H.R. 2055 –This amendment adds a new section at the end of the bill prohibiting any funds made available by this Act to used in contravention to the War Powers Resolution (50 U.S. C. 1541 et seq.) YES – This amendment passed 248-163.

H.R. 2112 Agricultural Appropriations –This bill makes appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies programs for the fiscal year ending September 30, 2012, and for other purposes. YES – This amendment passed 217-203.

DeLauro Amendment to H.R. 2112 –This amendment increases funding for the FDA by $1 million, offset by reductions in various administrative accounts that could inhibit the ability of the USDA to operate. NO – This amendment failed 193-226.

Sessions Amendment to H.R. 2112 –This amendment strikes the provision in the bill prohibiting private competition on certain commercial contracts by the Agriculture Department until a report is made to Congress on government contracting. This will allow contracts to private entities to move forward in the near term. YES – This amendment passed 226-199.

Farr Amendment to H.R. 2112 –This amendment transfers $300,000 from Agriculture Buildings and Facilities to Agricultural Marketing Services (AMS). The AMS provides standardization, grading and market services for major commodities. NO – This amendment passed 352-70.

Broun Amendment #1 to H.R. 2112 –This amendment cuts 10%, or $21 million from the Building and Rental Payment Accounts. This level of cut would have a detrimental effect of the ability of the Agriculture Department to provide services in various locations around the country, including rural areas. NO – This amendment failed 120-304.

Chaffetz Amendment to H.R. 2112 –This amendment cuts several important Agriculture programs – reducing funding for these programs by a total of $1.8 billion. NO – This amendment failed 83-338.

Broun Amendment #2 to H.R. 2112 –This amendment cuts $7 million from USDA Economic Research Service to the Spending Reduction Account. NO – This amendment failed 125-298.

Hansen Clarke Amendment to H.R. 2112 –This amendment transfers $1 million from APHIS Building and Facilities to Agricultural Marketing Services. NO – This amendment failed 142-282.

Broun Amendment #3 to H.R. 2112 –This amendment cuts 10%, or $7.7 million – from the Agricultural Marketing Service. A cut of this magnitude would have a detrimental effect on the important standardization, grading and market services for major commodities in the U.S., causing even more challenges for producers during this economic crisis. NO – This amendment failed 107-318.

Richardson Amendment to H.R. 2112 –This amendment transfers $10 million from Farm Service Agency, Salaries and Expenses to the Commodity Assistance Program. NO – This amendment failed 200-224.

Gosar Amendment to H.R. 2112 – This amendment reduces Food for Peace by $200 million. Increases the Spending Reduction Account and Rural Development Loan Program by $100 million each. NO – This amendment failed 139-285.

Broun Amendment #4 to H.R. 2112 – This amendment provides a 10% reduction in Women, Infants & Children. Places funds in the Spending Reduction Account. NO – This amendment failed 64-360.

Foxx Amendment to H.R. 2112 – This amendment transfers $82.5 million from Women, Infants and Children to the Spending Reduction Account. NO – This amendment was withdrawn by Unanimous Consent.

Broun Amendment #5 to H.R. 2112 – This amendment transfers $175 million from the Foreign Agricultural Service to the Spending Reduction Account. (Zeroes out the Foreign Agricultural Service account) NO – This amendment failed 99-324.

Gosar Amendment #2 to H.R. 2112 – This amendment transfers $100 million from Food For Peace to the Spending Reduction Account. YES – This amendment failed 124-300.

Broun Amendment #6 to H.R. 2112 – This amendment transfers $940 million from Food For Peace to the Spending Reduction Account. YES – This amendment failed 108-316.

Stearns Amendment to H.R. 2112 – This amendment transfers $392 million from FDA Center for Tobacco Products to the Spending Reduction Account. YES – This amendment failed 164-257.

Pingree Amendment to H.R. 2112 – This amendment prohibits funds in the bill from being used to provide notification to the Agriculture Committee on travel relating to any “know your farmer, know your food.” NO – This amendment failed 170-238.

Foxx Amendment to H.R. 2112, Amendment #1– This amendment prohibits funds in the bill from being used for the “know your farmer, know your food” initiative. YES – This amendment passed 212-201.

Kind Amendment to H.R. 2112 Amendment #25 − This amendment prohibits the use of funds to provide payments to the Brazil Cotton Institute ($147 million). Chairman Rogers opposes this amendment NO – This amendment passed 223-197.

Dingell Amendment – This amendment increases FDA salaries and expenses by $49 million, offsets by decreases in various accounts. NO – This amendment failed 178-241.
