Congressman Culberson helped to direct funding to the following projects in Fiscal Year 2004:

  • $950,000 for Rice University, Baylor College of Medicine, MD Anderson, UTHSC-Houston (the precursor to the Alliance for NanoHealth) to develop a collaborative research center located at the corner of University Blvd and S. Main.
  • $3 million to continue production of single-walled carbon nanotube low-observable superconductive caulks and sealants for use on Stealth aircraft for the Navy.
  • $6 million (with Congressman Chris Bell) for the Harris County Flood Control District to build three detention basins, and 8,100 acre feet of water storage along Brays Bayou.
  • $575,000 (with Congressman Kevin Brady) for the Harris County Flood Control District to build six detention basins, and 2,400 acre feet of water storage along White Oak Bayou.
  • $100,000 for the Texas Medical Center to study flood control mitigation of Harris Gully, which runs underneath the Medical Center.
  • $100,000 for the Harris County Flood Control District to study upper watershed runoff into Buffalo Bayou from Addicks and Barker Reservoirs.
  • $750,000 for Baylor College of Medicine for renovation of the comprehensive cancer center damaged in Tropical Storm Allison.
  • $750,000 for Methodist Hospital to purchase two linear accelerators (used to treat cancer patients) lost in Tropical Storm Allison.
  • $1.25 million for Rice University to build out and equip a Proteomics Laboratory.
  • $50,000 for River Oaks Elementary School for its International Baccalaureate program.
  • $25 million for the Houston Airport System to build a new terminal radar approach control (TRACON) to replace the aging, flood prone facility at Bush Intercontinental Airport.
  • $4 million for Houston Airport System to purchase a Pulsed Fast Neutron Analysis (PFNA) air cargo inspection unit for Bush Airport.
  • $1 million for Harris County to study freight rail corridors in the county.
  • $2 million for Texas Department of Transportation to develop five Intelligent Transportation Systems (ITS) projects in Houston to monitor traffic patterns and incidents.
  • $750,000 for Houston-Galveston Area Council to study the severity and location of bottlenecks in the region.
